Hebei Minzu Normal University is the only public full-time undergraduate university focused on ethnic education in Hebei Province. It is a demonstration school for the province's transformation and development, a pilot school for educational evaluation reform, a pilot school for AI-driven teacher workforce development, and part of the "Industry-Education Integration Project" by the National Development and Reform Commission and the Ministry of Education. It is also a member of the "14th Five-Year Plan" for Educational Strong Nation and an "Applied Undergraduate Program" university, co-established by the State Ethnic Affairs Commission and the Hebei Provincial Government.

The university is located in Chengde, a nationally recognized historical and cultural city, and traces its origins to the Rehe Accelerated Law and Political School, established in 1907. It later became Rehe Public Normal School in 1915, Chengde Normal College in 1958, and Chengde Normal University in 1960. In 1978, it was reinstated as Chengde Normal College by the State Council. In 1992, it was approved by the former State Education Commission to become Chengde Minzu Normal College, and in 2010, it was upgraded and renamed Hebei Minzu Normal University. The university was granted the right to confer bachelor's degrees in 2014, received accreditation for undergraduate teaching by the Ministry of Education in 2018, and was approved to develop master's degree programs in 2020. Over its 100+ years of development, the university has adhered to the motto of "Cultivate Virtue and Enhance Skills, Study Broadly and Achieve Far," fostering the university spirit of "Working Together to Develop, Overcoming Difficulties Persistently, and Striving for Excellence."

The university is guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the fundamental task of fostering morality and talent, and following the "Four Needs" educational philosophy. It has defined its positioning as "Normal Education, Ethnic Education, Applied Education, and Open Education" and has set development goals through a "Three-Step" strategy to build a distinctive, high-level applied ethnic normal university. Its core mission is to nurture teachers, promote ethnic characteristics, and specialize in applied education, contributing over 100,000 high-quality applied talents to the development of basic education and regional economic and social progress.

The university covers an area of 693,800 square meters, with a building area of 386,300 square meters, and its teaching and research equipment is valued at 137 million yuan. It has 17 academic departments and offers 51 undergraduate programs (with 43 currently accepting students). These programs span nine disciplines, including Literature, Science, Engineering, Law, Education, Arts, History, Management, and Economics. The university has 12,022 full-time undergraduate students and 972 staff members, including 674 full-time teachers, 108 doctoral-level instructors, and 238 senior faculty members. Additionally, it has 373 "dual-qualified" teachers and 7 provincial-level outstanding teaching teams. The university is home to 27 awardees of honors such as Hebei Province’s Special Government Subsidy, the May 1st Labor Medal, Teaching Master of Hebei Province, and Outstanding Teachers of Hebei Province.

The university adheres to a teaching philosophy centered on students, focusing on skill development and high-level learning. It aims to strengthen and specialize in teacher education, optimize new liberal arts, and cultivate new engineering fields. It promotes the "New Normal" construction action plan, a high-quality applied undergraduate education plan, and the innovation of intangible cultural heritage teaching practices. The university has one national-level first-class undergraduate program, 15 provincial first-class programs, and 9 provincial first-class courses. It has received national-level and provincial-level grants for new liberal arts and engineering programs, as well as 30 cooperative education projects in collaboration with industry. In the past three years, it has been awarded 55 provincial-level educational reform projects and 15 provincial-level teaching achievement awards, including 4 first prizes.

The university follows a research development model that supports teaching and regional economic development. It has established a system for integrating research with the cultivation of applied talents and serving the region's development needs. It is home to 4 provincial-level key disciplines, 3 university-level key disciplines, and 16 provincial and national research platforms, such as the National "Internet Plus" Basic Education Laboratory and the Hebei Provincial Cultural Tourism Big Data Technology Innovation Center. In the past five years, the university has undertaken 101 national and provincial research projects and won 28 provincial-level research awards.

The university places a strong emphasis on culture and character development. Over the past three years, its graduates have achieved an average annual employment rate of 87.59%, and students have won 799 awards in provincial and national competitions. The university has supported graduates to work in Xinjiang and Tibet through its employment assistance programs, with 94 graduates actively contributing to border development. The university promotes national unity, having won numerous honors such as "National Model Unit for Ethnic Unity and Progress" and "National Five-Star Red Flag Youth League Committee." Its original musical "Ties to Saihanba," created by students and faculty, won the Hebei Province "Five-One Project" Award and was featured in the Ministry of Education's "2023 Annual Higher Education Original Cultural Excellence" initiative.

Hebei Minzu Normal University also emphasizes open education and has actively aligned its programs with Chengde’s “3+3” green industries, including cultural tourism, information intelligence, clean energy, ecological environment, economic management, and teacher education. It has established collaborative projects with over 40 enterprises, creating research and development platforms in clean energy, cultural tourism big data, and more. The university collaborates with prestigious universities such as the Central University for Nationalities, Capital Normal University, Murray State University (USA), and the University of Malaya (Malaysia).

As it moves forward into the new era, the university is committed to fully implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and is dedicated to advancing undergraduate education, building a master’s degree program, and striving to develop a high-level, applied ethnic normal university.
