North China Institute of Science and Technology, directly managed by the Ministry of Emergency Management, originated as the Central Fuel Industry Cadre School established in 1950. It underwent several transformations: in 1955, it was renamed Coal Industry Cadre School under the Ministry of Coal Industry; in 1982, it was upgraded to Beijing Coal Management Cadre College. A branch was established in Yanjiao in 1984, followed by the creation of the China Coal Mine Safety Technology Training Center in 1985, adopting a “one institution, two names” management model. In 1993, it transitioned to a regular higher education institution named North China Higher Vocational College of Mining. In 2000, it came under the State Administration of Coal Mine Safety, and in 2002, it became a regular undergraduate institution named North China Institute of Science and Technology. In 2005, it was managed by the State Administration of Work Safety. By 2011, it gained authorization to offer professional master’s degrees in safety engineering. Since 2018, it has been overseen by the Ministry of Emergency Management, with efforts initiated in 2021 to establish the Emergency Management University.
The institute focuses on supporting China’s emergency management initiatives, emphasizing public safety and societal service. It aims to develop talent, innovate technology, and provide training in emergency management, forming a comprehensive education system encompassing undergraduate, graduate, international, adult, and short-term training programs.
Located in Yanjiao, Hebei Province, near Beijing’s sub-center, the institute boasts a state-of-the-art campus with one national engineering practice education center, five ministry-level key laboratories, and eight provincial-level labs. Its library holds over 1.48 million physical books and 1.46 million e-books, alongside 39 academic databases. Modern educational technology is extensively applied in teaching, research, and training.
The institute comprises 15 colleges and one department, hosting approximately 17,000 full-time students across 60 undergraduate programs spanning engineering, management, humanities, science, law, economics, education, and art. Key accolades include three national-level first-class undergraduate programs, three national specialty programs, and five provincial-level first-class programs. Safety engineering and mining engineering programs have received engineering accreditation.
The faculty team is rigorous and experienced, with over 1,000 instructors, 52% holding senior titles, and 92% possessing master’s or doctoral degrees. The institute has two academicians, three nationally recognized talents under the “New Century Talent Project,” and five government-subsidized experts. Faculty members have contributed significantly to engineering and safety research, winning numerous provincial awards and publishing extensively in high-impact journals.
In research, the institute has undertaken over 830 projects in the past five years, including six sub-projects of the National Key R&D Program, three National Social Science Fund projects, and 23 National Natural Science Foundation projects, securing total research funding of 538 million RMB. It has received 66 awards for scientific and technological achievements and holds 276 invention patents.
The institute actively fosters international collaboration with universities in over 20 countries, such as the U.S., U.K., Canada, and Australia, hosting international faculty and training nearly 1,000 international students. It has led various global safety initiatives, including the China-Latvia Belt and Road Academic Exchange Center.
The institute is a leader in safety and emergency management training for government, enterprise, and public sectors, with over 240 online and offline courses and state-of-the-art training facilities. It integrates training resources with academic programs to enhance practical and applied education.
Committed to holistic student development, the institute emphasizes innovation and entrepreneurship, with students excelling in national competitions like robotics, mathematical modeling, and chemical design. It nurtures patriotism, collectivism, and a socialist spirit through a vibrant campus culture, earning accolades like “Civilized Campus.” The institute also achieves excellence in sports.
Under the leadership of the Ministry of Emergency Management, the institute is striving to establish a high-level Emergency Management University, positioning itself as a leader in talent development, technology innovation, and training for emergency management, contributing significantly to China’s safety and emergency management efforts.
