刮 means to scratch or scrape, 目 is eye in formal Chinese, 相看 means to look at and to see. 

Literal meaning: to look at someone with a new eye

Explanation: to marvel at someone’s progress or improvement, and have a completely new opinion of him

E.g

因为他的毅力我开始对他刮目相看。

yīn wéi tā de yì lì wǒ kāi shǐ duì tā guā mù xiāng kàn。

I start to treat him with increased respect because of his perseverance.
