This poem is familiar to everybody in China. The author used climbing the Tower of Yellow Crane as a metaphor for gaining understanding or have a wider vision of the whole picture. 黄鹤楼 has become a tourist attraction now, which locating in Hubei province.

Meaning in Chinese:

夕阳依傍着西山慢慢地沉没,滔滔黄河朝着东海汹涌奔流。若想把千里的风光景物看够,那就要登上更高的一层城楼。

Translation:

Mountains cover the white sun,

And oceans drain the golden river;

But you widen your view three hundred miles

by going up one flight of stairs.

The sun beyond the mountains glows;

The Yellow River seawards flows.

You can enjoy a grander sight

By climbing to a greater height.

更上一层楼(gèng shàng yī céng lóu) is later used to refer to development or the something becoming better than before. We can also use it as greeting.

For example:
祝您在新的一年里,事业更上一层楼。
zhù nín zài xīn de yì nián lǐ ,shì yè gèng shàng yì céng lóu。
I wish you have more successful career in the coming year.

ISCBJ: The poem was not about 黄鹤楼, but 鹳雀楼, 登黄鹤楼 is another poem written by崔颢(cuīhào) in Tang dynasty:
