Baicheng Normal University was founded in 1958, formerly known as Baicheng Teachers College. In August 2000, the Baicheng Forestry School—originally subordinate to the State Forestry Administration—merged with the college. It was upgraded to an undergraduate institution in March 2002 and officially renamed Baicheng Normal University. The university covers a land area of 637,100 square meters with a building area of 245,800 square meters. It currently employs a faculty and staff of 946, including 331 teachers with senior or associate senior professional titles, and 719 teachers with doctoral or master's degrees. The full-time student enrollment is 14,275. The university comprises 19 teaching units and offers 50 undergraduate majors across 9 disciplines: Law, Education, Literature, History, Science, Engineering, Agriculture, Management, and the Arts.

Domestic and International Partnerships
Baicheng Normal University has established friendly cooperative relations with more than 40 universities overseas and outside the Chinese mainland, including Ural State Pedagogical University in Russia and Daegu Catholic University in South Korea. It is a member of the ChinesePlus (Chinese International Education Foundation), the Sino-Russian Alliance of Universities with Cooperative Education Programs, and the China-ASEAN International Cooperation Alliance for Vocational Education.
Domestically, it jointly cultivates master's students with Jilin Normal University, Changchun Normal University, Jilin Institute of Chemical Technology, and Liaoning Technical University. The university also offers a preparatory class for ethnic minorities, enrolls provincial publicly-funded normal students (Targeted Excellence Teacher Training Plan), and jointly cultivates undergraduate students with Northeast Normal University, Harbin Normal University, and Northeast Forestry University.

Currently, the university is comprehensively implementing the fundamental task of fostering character and civic virtue (Lide Shuren), yielding significant developmental achievements.

Academic Milestones: Selected as a key supported institution in the Ministry of Education's Normal Education Collaborative Quality Improvement Plan. Its teaching team won a second prize in the 3rd National University Teacher Teaching Innovation Competition. It was also approved for the reserve institution project of the "14th Five-Year Plan" Education Power Promotion Project to expand campus space, and was approved as a Class B university for master's degree-granting construction. Its high-level scientific research projects have hit historic highs.

Governance and Reform: Spearheaded the "Western Jilin +" School-Local Collaborative Innovation Alliance. The university completed the provincial party committee's inspection rectification to a high standard, improved the "Triple Major and One Large" decision-making system (major issues, appointments, projects, and large funds), built a "Supervision +" five-in-one oversight system, and executed a special work-style rectification campaign. It launched a comprehensive performance-based pay reform, deepened personnel system reforms, and promoted socialized service reforms.
