Harbin University’s origins can be traced back to the Beiman Special District Normal School established in 1934, the Songjiang Provincial First Normal School in 1946, and the Harbin Xingzhi Normal School in 1949. In March 2000, Harbin College was formed through the merger of four institutions: the former Harbin Normal College, Harbin University, Harbin City Education College, and Harbin City Adult Education College. After the merger and upgrading, Harbin Normal School and Harbin City Financial School were incorporated. The university operates under a "provincial and municipal co-construction, with the city as the main body" management system. It is a participant in the Ministry of Education's Excellence in Primary School Teacher Education Reform Project, a provincial model university for applied undergraduate education, and the first batch of "Innovation and Entrepreneurship Colleges" in Heilongjiang Province. The university is also a postdoctoral innovation and entrepreneurship practice base in Harbin. It has received awards such as the "National Model Party Building Branch" and the "Five Four Red Flag Youth League Committee" in Heilongjiang Province. The university has been honored with the Heilongjiang Provincial May Day Labor Award and the Harbin Municipal Labor Model Unit Award, among others. In September 2024, Harbin University was successfully approved as a master's degree granting institution and authorized to offer master's degrees in Electronic Information and Civil Engineering and Water Resources.

It is committed to building a university where several disciplines are ranked among the best in the province and even the country. The university aims to position itself among the top regional application-oriented universities in Heilongjiang, and enjoys a reputation as a "hub for fashion and creative design research" and "a base for cultivating urban underground engineers." It is also renowned as the "cradle for primary school teachers."
The university is located in Harbin, the capital of Heilongjiang Province, a famous historical and cultural city often referred to as the "Ice City," "Eastern Moscow," and "Little Paris of the East." The campus covers an area of 670,000 square meters, with 610,000 square meters of building space. It features the 320,000-square-meter Eurasia Window Campus, located in the urban center green space. Harbin University is recognized as a national leader in public institution energy efficiency, a national green and low-carbon public institution, a provincial-level garden unit, and a model civilized campus.
