Hebei Normal University of Science and Technology is a provincial public university authorized to confer master's degrees, located in the coastal tourist city of Qinhuangdao. Established in 1941, the university began offering higher education in 1975 and started admitting undergraduates in 1977. In 2006, it was granted the right to confer master's degrees. The university is a national training base for vocational education teachers, a national entrepreneurship training base for technology commissioners, and a modern agricultural technology training base accredited by the Ministry of Agriculture. It is also a provincial demonstration university for transforming undergraduate education and innovation and entrepreneurship education.

The university has three campuses in Qinhuangdao, Changli, and the Development Zone, covering 950,000 square meters (1,424 acres), with a building area of 416,000 square meters. It has teaching and research equipment worth 312 million yuan and a library collection of 1.86 million books and 1.45 million e-books, with 44 databases. It houses a nationally certified electronic biological specimen museum and an affiliated vocational secondary school.

The university has 20 academic units, including the Graduate School, School of Animal Science, School of Agriculture and Biotechnology, School of Horticulture, School of Marine Resources and Environment, School of Urban Construction, School of Chemical Engineering, School of Mechanical and Electrical Engineering, School of Food Technology, School of Business Administration, School of Mathematics and Information Technology, School of Finance, School of Foreign Languages, School of Humanities and Law, School of Education, School of Art, School of Physics, School of Sports and Health, School of Marxism, and School of Continuing Education. It has 21,146 full-time undergraduates and 1,068 master's students. There are 1,653 staff members, with 1,397 holding a master's degree or higher, including 371 doctoral degree holders and 612 faculty members with senior academic titles, including 168 professors. There are 519 "dual-qualified" teachers. A total of 151 individuals have received national or provincial awards for excellence in teaching.

The university has 7 provincial key disciplines and areas for development, with 7 first-level disciplines authorized to confer master's degrees, including Biology, Horticulture, Chemistry, Food Science and Engineering, Animal Husbandry, Education, and Marine Science. It offers master's programs in 19 secondary disciplines and has 5 professional master's degree categories in fields such as Agriculture, Education, Veterinary Medicine, Mechanical Engineering, and Music. It offers 16 provincial-level graduate demonstration courses and has established 4 provincial-level graduate practice bases and 1 graduate workstation. It offers 77 undergraduate programs across 9 disciplines, including Agriculture, Education, Engineering, Science, Literature, Law, Economics, Management, and Arts. It has 1 national-level pilot program for professional reform and 21 provincial first-class undergraduate programs, along with 2 transformation demonstration programs and 3 provincial high-ground innovation programs.

The university operates national and provincial research platforms, such as a National Science and Technology Infrastructure Platform for Domestic Animal Genetic Resources and the Ministry of Education's Chestnut Industry Technology Engineering Research Center. It also has 6 provincial key laboratories, 5 provincial technology innovation centers, and 5 provincial industrial research institutes. It has secured 2.61 billion yuan in research funding and completed 2,161 research projects, including 676 national and provincial-level projects. The university has published 717 high-level academic papers, produced 216 academic books, and won 49 provincial-level research awards, including 3 first prizes.

The university promotes technology transfer and innovation services, with a provincial-level technology transfer center and several partnerships with agricultural science parks and innovation stations. Since 2020, it has undertaken 239 horizontal projects and 25 technology transfer achievements. The university is involved in numerous international collaborations with over 30 universities and research institutions, participating in educational projects such as dual degree programs with the U.S. and Finland.

In the past five years, its students have won 1,106 provincial and national awards, including 370 national-level awards. The graduate employment rate remains above 90%. Notable alumni include national labor models, winners of the National May 1st Labor Medal, recipients of the National Science and Technology Progress Award, and many other prominent individuals.
