Heihe University(黑河学院)

Heihe University is located in Heihe City, Heilongjiang Province, known as the "Pearl of China's Northern Frontier." It is the only regular higher education institution in China along the 4,300-kilometer-long China-Russia border. The university was founded in 1958, evolving through various stages, including Heihe Teachers College and the Heihe branch of Qiqihar University. In 2004, it became an undergraduate institution and in 2006, it was included as a provincial institution. In 2015, the university passed the Ministry of Education’s evaluation for undergraduate teaching, and in 2017, it was approved to begin offering master's degree programs.

Over the past 65 years, under the correct leadership of the provincial government and the Department of Education, Heihe University has adhered to the socialist educational direction, focusing on the fundamental task of cultivating moral character and talent. The university upholds its motto "Clear Virtue, Diligent Learning, Ambitious Aspiration, and Pursuit of Truth," promoting the spirit of "hard work, self-reliance, innovative development, and educating talent to safeguard the frontier." The university actively explores ways for border universities to develop distinctive characteristics under new circumstances. It has achieved rapid growth in all areas, winning numerous honors such as the "China-Russia Cooperative Applied Talent Cultivation Innovation Experimental Zone," "National Model School for Language and Character Standardization," and "Advanced Unit of the 'China-US Talent Development Program' 121 Project." In 2019, the university successfully joined the China-Russia Engineering Universities Alliance and became an observer member. It was also identified as a provincial demonstration university for applied undergraduate education and included in the Ministry of Education’s "Data China '100 Universities Project'". In 2023, the university was approved as one of the third batch of National Language and Character Promotion Bases.

The university currently has 12,753 full-time students, with a total enrollment of 12,804 students. It covers an area of 629,300 square meters, with a building area of 251,700 square meters and total assets worth 707 million yuan. The total value of teaching and research equipment is 133.82 million yuan. The university employs 858 staff members, including 622 full-time faculty, with 76 professors, 124 associate professors, 42 doctoral holders, and 466 master's degree holders. The university has 14 colleges and offers 43 undergraduate programs. It has two national-level special programs, three provincial key programs, eight provincial first-class undergraduate programs, and has been awarded provincial-level excellent courses and teaching honors.

Heihe University actively focuses on internationalization, leveraging its geographical location to establish a specialized talent cultivation model for China-Russia relations. It has built stable, long-term partnerships with nearly 30 prominent Russian institutions, including Moscow State Tchaikovsky Conservatory, Moscow State Surikov Academy of Arts, and the Russian State University of Physical Education, Sports, Youth and Tourism. The university promotes various forms of collaboration, including student exchanges, expert exchanges, academic cooperation, joint publications, and training of both undergraduate and graduate students. Several of these projects have become well-known brands, such as the "China-Russia University Student Exchange Base" and the "Russian Language Center." The university is also the first Chinese university to jointly run the "Confucius Institute" in Amur Province with Blagoveshchensk State Pedagogical University. It was recognized for the "Hand in Hand Youth, Share the Sunshine" international youth conference, winning the "China-Russia Cultural Exchange Outstanding Activity Award" from the Russian State Duma. The university has also established a "Chinese Youth Painters’ Research Base" at the Surikov Academy and a "China Music Talent Training Program" with the Tchaikovsky Conservatory.

Standing at the historical crossroads of the new era of socialism with Chinese characteristics, Heihe University will continue to uphold the banner of socialism with Chinese characteristics, guided by Xi Jinping's thought on socialism with Chinese characteristics for a new era. It will implement the spirit of the 20th Party Congress and continue to adhere to the socialist educational direction, focusing on the economic and social development of Heilongjiang Province, while facing the nation. The university will deepen education reforms, advance the rule of law in campus governance, and drive innovation in all aspects of its development. Heihe University strives to become a comprehensive, international, high-quality applied university that is deeply rooted in Heihe, grounded in Heilongjiang, facing the nation, and with distinct characteristics.
