Overview of Jilin Police College

Jilin Police College (JPC) is a provincial undergraduate institution specializing in public security, under the jurisdiction of Jilin Province. Its origins trace back to the Jilin Provincial Public Security Cadre School, established in 1949. Over the years, it evolved through several stages, including Jilin Provincial Public Security School, Jilin Provincial Administrative Cadre School, Jilin Provincial Political and Legal Cadre School, Jilin Provincial People's Police School, and Jilin Public Security Higher Vocational College. In March 2010, it was upgraded to an undergraduate institution, and in 2018, it passed the Ministry of Education's assessment of undergraduate teaching quality. JPC has been designated as a "Type A" university under Jilin Province’s 2024–2026 master's degree program authorization initiative, a provincial "Three-All" education reform pilot institution, and a center for innovation in ideological and political work in higher education.

Campus and Facilities

Located in Changchun City, JPC operates two campuses, Jingyue and Leshan, covering a total area of 460,000 square meters, with a built-up area of 190,000 square meters. The college offers 21 undergraduate programs across disciplines such as law, engineering, management, literature, and arts. It has 8,201 full-time students and trains over 6,000 in-service police officers annually. Its disciplines in public security and public security technology have been recognized as advantageous and distinctive in Jilin Province.

The college has established:

  • 3 national-level first-class undergraduate program construction sites
  • 5 provincial-level first-class undergraduate program construction sites
  • 1 Ministry of Public Security key program site
  • 1 provincial brand program
  • 5 provincial-level distinctive and high-level programs
  • 1 program under the Jilin Province "2.0 Excellent Engineer Education and Training Plan."

JPC has developed two national-level first-class undergraduate courses, 13 provincial-level first-class undergraduate courses, and four provincial model courses on curriculum-based ideological and political education. Additionally, the college hosts:

  • 2 key laboratories of Jilin Province universities
  • 1 engineering research center
  • 2 humanities and social sciences research bases
  • 1 provincial think tank with Jilin characteristics
  • 2 university-industry collaborative innovation labs.

Faculty and Staff

JPC employs 422 full-time faculty and staff members, including 46 with senior professional titles and 114 with associate senior titles. Among them, 69 hold doctoral degrees, and 227 hold master’s degrees. The faculty includes:

  • 4 national teaching masters in public security higher education
  • 6 mid-career experts with significant contributions recognized by Jilin Province
  • 3 provincial teaching masters.

Mission and Legacy

The college is committed to serving public security work, the construction of police forces in Jilin, and the economic and social development of the province. Upholding the motto “Honor the nation and the police, reflect and refine oneself,” JPC fulfills its fundamental mission of cultivating virtue and shaping talent. It has developed an integrated training model combining teaching, research, practical exercises, and field operations.

This distinctive "interactive police-academy collaboration, practical talent cultivation" approach ensures students are prepared for real-world challenges. Over the past 75 years, JPC has trained over 60,000 graduates for political and legal systems and various industries, and over 120,000 in-service police officers. It is widely regarded as the “cradle of the Jilin People's Police.”
