Harbin Institute of Information Technology (HIIT) was established in 1995 in the beautiful "Ice City" of Harbin, with its predecessor being Harbin Huaxia Computer Vocational and Technical College. In 2003, it was recognized as one of the first "Demonstrative Software Vocational and Technical Colleges" by the state. In 2012, the school was approved as one of the first batch of pilot units for national education informatization. In 2014, the Ministry of Education approved its elevation to a regular undergraduate institution, and it was renamed Harbin Institute of Information Engineering. It is the only private application-oriented undergraduate institution in Heilongjiang Province named after "Information Engineering." In 2022, the school chose a non-profit educational model.

The university has always adhered to the mission of cultivating talent for the party and the country, implementing the fundamental task of fostering moral integrity and character development, and leveraging its advantages in computer and electronic information-related disciplines. The school upholds the motto of "Standardization, Rigor, Excellence," and promotes a school culture of "Active, Practical, Learning, and Open." It is firmly committed to a local, application-oriented educational positioning and aims to build a high-quality, distinctive application-oriented undergraduate institution. The university is dedicated to cultivating high-quality, innovative, application-oriented talents who are well-rounded in morality, intellectual ability, physical health, aesthetics, and labor, with solid professional knowledge, strong practical skills, and an entrepreneurial mindset, in order to serve the economic and social development of Heilongjiang Province.

The university has 10 academic units and offers 14 undergraduate programs covering four academic disciplines: Engineering, Management, Arts, and Humanities. The university adjusts its program structure according to talent demand, with a focus on computer science and electronic information fields, which differentiates it from other similar institutions in the province. The university started early, with a strong foundation, large scale, and high quality. The Software Engineering program has been approved as a provincial-level first-class undergraduate program construction project. The research on "The 'Three-Step and One-Connection' Application-Oriented Undergraduate Talent Training Model for Enhancing Employment Capabilities" won the second prize of the provincial-level teaching achievement award in 2022. In the past three years, the university has approved 40 provincial-level teaching reform projects, and students have won 765 provincial-level and above awards in information-related competitions.

The university has two campuses: the Hadong Campus and the Jiangbei Campus. The Hadong Campus is located in the Binxi National Economic and Technological Development Zone in Harbin, and is the only undergraduate institution in the area. The Jiangbei Campus is located in the Harbin New District of the China (Heilongjiang) Pilot Free Trade Zone. Since becoming a regular university, the school has continuously built a garden-style, information-based, sports-oriented campus. The total area of both campuses is 696,000 square meters, with a building area of 255,800 square meters and total fixed assets of 1.252 billion yuan.

The university currently has 895 staff members, including 472 full-time faculty members, with a student-to-teacher ratio of 19.07:1. The university has honored 24 faculty members with awards such as Heilongjiang Provincial Teaching Master, Excellent Teacher, and Advanced Individual in Teacher Ethics, and 84 teachers have received awards such as "Four Good Principal" and "Four Good Teacher" from Harbin City. In addition, 95 faculty members have received provincial-level and above awards in innovation competitions and youth teacher competitions. Leveraging the advantages of the private college employment mechanism, the university has strategically attracted a large number of "dual-qualified" talents with years of industry and engineering experience through targeted recruitment and high-level compensation.

The university places great importance on practical teaching and has invested substantial funds to ensure the sustainable development of industry-university-research collaboration. It has long-term partnerships with companies like Lenovo and Huawei, integrating industry and education to enhance the quality of talent cultivation and improve the university’s social reputation year by year. In the past three years, the university's initial employment rate has consistently ranked among the top in the province's undergraduate institutions. The initial employment rate for the 2024 graduating class is 92.15%, ranking 3rd among the 39 undergraduate universities in Heilongjiang. Since launching higher vocational education in 2002, the university has graduated and delivered 38,044 full-time undergraduate and vocational students, contributing significantly to the region’s economic and social development. The university is listed by the Ministry of Education's Computer Professional Teaching Guidance Committee as a "Pilot University for Systematic Capability Training in Computer Science" and is recognized as Heilongjiang's "Outsourcing Talent Cultivation Base" and "Modern University System Construction Pilot Unit." It has also been awarded "National Advanced Collective in Graduate Employment Work" by the Ministry of Education and recognized as a "Model Private College for Party Building" in Heilongjiang, as well as "Advanced Collective in Student Affairs" and "Excellent Graduate Employment Evaluation School."
