Its predecessor was the Chengdong College of Northeast Agricultural University. In May 2015, the college was restructured and renamed Heilongjiang College of Business and Technology. The institution is managed by Harbin Xiange Enterprise Management Co., Ltd., with Professor Liu Laixiang, the chairman of the company, serving as the chairman of the college's board and honorary president.

The university is located in Harbin and is focused on serving regional economic and social development while also catering to the broader national context. The main campuses are located in Songbei District (33 Qunying Street, Xueyuan Road) and in the Han South Teaching Area (9 Chongwen Road, Han South Industrial New City), with an additional industry-education integration park and employment and entrepreneurship base for students in Haian, Nantong, Jiangsu Province, part of the "Yangtze River Delta" region. It is the only university in Heilongjiang Province offering undergraduate programs in rail transportation and has a national AAA-level tourist attraction. The campus spans a total area of 637,900 m², with teaching and administrative buildings covering 149,400 m². The college has two libraries, three modern sports venues, and a golf training ground.
