Heilongjiang East University was founded in 1992 by veteran educators such as Meng Xin, Shang Hexiang, Zhou Changyuan, and Liu Shiqin. It is a regular undergraduate institution and was the first private higher education institution in Heilongjiang Province after the reform and opening-up. In 2023, the institution's managing body changed to the "Heilongjiang Higher Education Association."
The university is located in the Harbin New District, a national-level new area, within the Han South Industrial New City. The campus covers an area of 592,400 square meters, with a building area of 342,000 square meters. The university's net assets have reached 1.779 billion yuan, with a total value of teaching and research equipment amounting to 98.4641 million yuan. The sports field spans 52,000 square meters, and the gymnasium covers 14,600 square meters. The library has a total area of 30,750 square meters, housing 1.317 million physical books and more than 2.35 million electronic books.
The university began enrolling full-time diploma students in 1993 and started admitting undergraduates in 2000. In 2003, it was approved by the Ministry of Education to be upgraded to a private undergraduate institution. In 2007, the university was granted the right to confer bachelor’s degrees. In 2010, it was designated as a “Pilot University for Applied Undergraduate Education” by the Heilongjiang Provincial Government. In 2011, it became one of the first five private universities in China to be authorized to offer master’s professional degree programs by the State Council’s Degree Office. The university passed the Ministry of Education’s undergraduate teaching assessment in 2012 and was accepted for its specialized application-oriented undergraduate programs in 2015. It passed the Ministry of Education’s review for general undergraduate education in 2018 and completed the provincial assessment for private undergraduate institutions in 2019. In 2020, it was approved as a provincial-level model institution for applied undergraduate education.
Currently, the university has 13,704 full-time students, including 13,634 undergraduates, 70 master’s degree students, and 3 international students. It has 10 colleges and 2 teaching research departments, offering 44 undergraduate programs across seven disciplines: natural sciences, engineering, literature, economics, management, law, and arts. It also offers two master’s degree programs in Biology and Medicine, and International Business.
The university adheres to a policy of attracting and cultivating talent and strives to build a faculty team with high qualifications and strong professional expertise. The current faculty consists of 521 full-time teachers. It has one national outstanding teacher, one provincial-level teaching expert, three provincial model teachers, eight provincial-level excellent teachers, and 20 provincial-level individuals recognized for their dedication to teaching ethics. The university also has one provincial-level "ideological and political teaching expert."
The university follows the principle of “expert-run education and professor-led teaching” and adheres to a talent cultivation model focused on industry-education integration and university-enterprise cooperation. It builds platforms for joint training and collaborates deeply with well-known research institutions, enterprises, and organizations in the country. The university is dedicated to providing excellent education that serves regional economic and social development, aiming to cultivate applied talents with high professional skills and an entrepreneurial mindset. Since its establishment, the university has trained more than 50,000 students of various levels.
The university maintains an open approach to education, establishing relationships with dozens of higher education institutions in countries such as Russia, South Korea, Japan, and the United States. It conducts joint talent cultivation, faculty exchanges, course swapping, scientific research, credit recognition, and international student education.
Heilongjiang East University places great importance on party building, ideological and political work, and the construction of spiritual civilization. It has consistently upheld the leadership of the Communist Party and strengthened the role of the Party's political core. The university established its Party organization in 1994 and achieved full Party organization coverage. In 2008, the university spoke at the 17th National Higher Education Party Building Work Conference. In 2007 and 2011, the university's Party committee was recognized as an “Advanced Grassroots Party Organization” by the provincial education system. In 2014, Meng Xin was honored with the title of "National Advanced Retired Cadres" by the Central Organization Department. In 2015, 2017, and 2021, it was named a provincial "Civilized Unit" and “Model Civilized Campus.” In 2018, Meng Xin was named "Person of the Year" by the "Touching Longjiang" awards. In 2021, the university was recognized as an "Advanced Collective for Caring for the Next Generation" by the province. In 2023, it was approved as a model private university for party building.
In the new era, Heilongjiang East University follows the spirit of its motto "Cultivate Justice through Knowledge, Use Knowledge for Practical Purposes," and adheres to the school ethos of “Respect for Teachers and Virtue, Tolerance and Dedication, Innovation for Truth, and Self-reliance.” It inherits the "East Spirit" of “Establishing the School for Public Good and Cultivating Virtue to Nurture People,” fully implements the Party's educational policy, maintains its non-profit and public service-oriented approach, deepens educational reforms, and advances the rule of law in school management. The university is committed to enhancing its educational quality and comprehensive strength, striving to build a high-level application-oriented university with distinct characteristics.
