Heilongjiang International University is the only public higher education institution in the province dedicated to cultivating applied foreign language talents at the undergraduate level. After more than 30 years of development, the university has become a highly regarded private undergraduate institution, known for offering the widest variety of foreign language programs in the province, having a good reputation domestically, and maintaining extensive international cooperation.

A Strong Development History:

The university was founded in 1993 as Harbin Hengxing Foreign Language College (a Sino-British collaboration). In 2003, it partnered with Harbin Normal University to establish an independent undergraduate college. In 2011, with approval from the Ministry of Education, the university was officially renamed Heilongjiang International University and placed under the administration of the Provincial Department of Education. From its inception, the university established its Party organization, consistently integrating Party leadership into all aspects of its governance. It has effectively carried out the fundamental task of fostering virtue and talent, striving for the development of the university with high-quality Party-building. In 2018, it passed the Ministry of Education’s evaluation for undergraduate teaching, laying a solid foundation for the university's further development.

Throughout its growth, transformation, and development, the university has adhered to the guiding educational philosophy of “providing what students and society most need.” It holds to the belief that “education should be teacher-centered, and teaching should be student-centered.” Over the years, it has developed a unique institutional spirit encapsulated in the motto “Be brave, focused, inclusive, and resilient” and a campus culture of “trust, strive, integrate, and harmony.” The university strives to ensure students' comprehensive development, gradually forming a teaching style of “strict management with deep care” and a learning atmosphere characterized by “diligence, critical thinking, practice, and innovation.”

Excellent Educational Facilities:

The university is located in the Songbei District of Harbin, often referred to as the "Ice City." The campus covers an area of 654,800 square meters, with a building area of 249,000 square meters and 117,600 square meters of teaching and administrative space. The university has invested in state-of-the-art teaching and research equipment worth 48.43 million yuan, with fixed assets totaling 644.85 million yuan. On-campus facilities include a sports stadium, swimming pool, fitness center, art gallery, music hall, and other cultural and sports amenities. The campus has also been equipped with China’s first-generation Huawei all-optical network, achieving full wireless network coverage in teaching, public, and sports areas. Additionally, a new 15,600 square-meter practical teaching center has been established in Longgang District, Shenzhen.

Specialized Programs:

The university offers 32 undergraduate programs in 11 foreign languages. Its “Foreign Language + Foreign Language” educational model is its key characteristic, and it has developed a system of interrelated disciplines, with a focus on foreign language programs, supported by clusters in intelligent engineering and business humanities. The university offers courses in literature, engineering, economics, management, art, education, and other interdisciplinary areas. It has 10 academic departments, including English, Russian, Eastern Languages, Western Languages, Chinese, Arts, Economics and Management, Information Engineering, Software Engineering, and International Business. It also houses a Marxism College, Department of Public Foreign Language Teaching, Physical Education Department, and the Innovation and Entrepreneurship College.

Remarkable Educational Achievements:

Currently, the university has 11,700 full-time undergraduate students. Among its programs, one is a National First-Class Program and four are Provincial First-Class Programs. It has successfully completed teacher-training certifications for two programs, and it has seven provincial first-class courses, 13 provincial "Ideology and Politics" teaching projects, and three provincial “Three Advancing” demonstration projects. It has received several provincial teaching awards, including a first-place prize and seven second-place prizes for teaching achievements. Since its establishment, the university has cultivated tens of thousands of students, including a number of international talents active in cross-border fields, professionals serving small and medium-sized enterprises, entrepreneurs who have succeeded in business ventures, and applied professionals dedicated to serving regional economic and social development.

Strong Faculty:

The university employs 654 full-time faculty members, including 541 who are directly employed by the institution. Among them, 188 hold associate professor or higher titles, and 518 hold master's or higher degrees. A total of 202 faculty members have over one year of overseas study, work, or exchange experience. The university also has one provincial-level teaching master, five members of provincial-level teaching advisory committees, and 206 faculty members who have won awards in provincial and national teaching competitions. The faculty actively participate in various provincial and national research projects, including projects funded by the National Social Science Fund, National Art Fund, and other government bodies.

Active International Exchange:

The university maintains an open educational model and has established cooperative relationships with 131 universities and educational institutions in 33 countries and regions. It runs several "3+1+X" dual-degree programs and has introduced 49 foreign courses and one teaching platform. Each year, it sends hundreds of students abroad for exchange programs, study abroad, internships, and employment opportunities while hosting international students for study and exchange. The university has also established Confucius Classrooms in cooperation with institutions in Haiti, Thailand, and Russia, and regularly sends teachers and students abroad for Chinese language teaching and cultural promotion.

Improved Social Reputation:

In 2019, the university was designated as a model institution for applied undergraduate education in Heilongjiang Province. It was approved as a foreign language talent training base under the "Belt and Road" initiative, and also as a cultural exchange base for Chinese overseas communities. In 2020, it was named a “Demonstration University for Party Building in Private Higher Education” in the province. In 2021, it was recognized as a key institution for cultivating university students' employment, and in 2022, it was selected as a provincial-level base for intangible cultural heritage education and research. In 2023, the university was designated as a psychological health education demonstration center in the province, and in 2024, its “One Yuan Student Meal” project was shortlisted for the “Outstanding Student Support Award” at the Times Higher Education Asia Awards.

The university is focused on the needs for foreign language talents in industries related to the "4567" sectors within Heilongjiang Province and beyond, including the Belt and Road regions.
